Tell Albany to Let Communities Raise Local Funds to Fight Sprawl

Background

What's the situation?

Undeveloped and agricultural lands in New York State are disappearing at a rapid rate. This creates a threat to clean drinking water, farming, habitat, and spectacular scenic views. Local communities would like to fight back, from land use planning activities to the outright purchase of property, but they must have money on hand to put up a good defense and they need it fast before the land is gone forever. They would like to emulate the success of the five towns at the east end of Long Island, which established a Community Preservation Fund that raises enough funds to give these towns a fighting chance.

Sounds like an easy fix, so what's the problem?

Although communities would like to be given an opportunity to say "yes" to raising local dollars for preservation, a state law says "not without government's permission." This is a big problem because instead of rallying their local communities to take action, local leaders lose precious time by having to travel to Albany and ask for permission to do so.

Pass a Statewide Community Preservation Act


Dear Assemblymember Sweeney,

As a member of the New York League of Conservation Voters, I am writing you today to ask that you work with your colleagues in the legislature to pass a bi-partisan, two-house version of a statewide Community Preservation Act that gives communities the authority to raise local funds to save land before its developed.

The use of a Community Preservation Fund has proven to be a very effective tool for community preservation. Five towns on Long Island already have this authority and have generated more than $300 million to protect their natural and historic heritage.

Clearly there is a groundswell of support for this bill. Over 19 towns and villages across the state have passed local resolutions supporting the Community Preservation Act and their desire to establish a local preservation fund.

As a legislature with a strong commitment to open space preservation, vis a vis the Environmental Protection Fund, you clearly understand the importance of this issue. We therefore ask you build upon your track record and empower local governments across the state by providing them with this tool to fight haphazard sprawl and over development.

Please act now and allow local government to save open space before more land is needlessly lost.
