Protect the Regional Greenhouse Gas Initiative!

Stop the state's plan to rob our clean energy fund

Background

The Regional Greenhouse Gas Initiative, or RGGI ("reggie") for short, is a pioneering program that will dramatically reduce global warming pollution in New York and nine other states. RGGI works by charging polluters a fee to emit carbon, and then lowers the allowable amount of pollution over time, while using the fees to pay for energy-efficiency and renewable-energy programs.

It's a brand new program that just started to bring in money. But Albany already is already hatching plans to divert these funds away from their intended purpose.

Gov. David Paterson wants to use nearly all remaining RGGI funds to subsidize other programs in the state budget. Not would that contradict the governor's promises about clean energy, it would also cut programs to help residents save on energy bills, right as winter is approaching and so many of us are out of work.

New York is the only state in the RGGI program that did not include protections to ensure this kind of raid would not happen.

Our state already invests too little in a clean-energy future. Will we allow our elected leaders to cut the few programs we have?

Please join us in telling Gov. Paterson and state legislative leaders to pull the plug on this bad idea and protect New York's clean-energy future.

In Opposition to a Raid of Regional Greenhouse Gas Initiative Program Funds


Dear Assemblymember Kolb,

New York State already invests too little in a clean-energy future. That's why I strongly urge you to not raid the Regional Greenhouse Gas Initiative Program (RGGI) as part of a Debt Reduction Plan deal.

As a member of the New York League of Conservation Voters, I am concerned about New York's overreliance on foreign oil, the high price of energy and climate change. The Regional Greenhouse Gas Initiative was set up to reduce pollution and to pay for programs that will reduce our energy bills while fighting global warming. RGGI was not intended as a piggy bank to pay for other programs in the state budget.

New York is the only state in the RGGI program that doesn't have protections to avoid this kind of diversion. Raiding RGGI now, when it only just started working, would set a dangerous precedent and breach the public's trust.

It's up to you to uphold the state's commitment to a cleaner, greener future. Please do not raid the state's clean-energy programs.
