In support of A.7572-A/ S.4315-C, the Global Warming Pollution Control Act
Dear Assemblymember Silver,
Scientific researchers have provided strong evidence that the Earth's climate is warming due to increasing levels of greenhouse gases (GHG) like carbon dioxide, methane and nitrous oxide in the atmosphere. The rising amounts of GHGs are caused in significant part by human activity, including industrial activities.
As a member of the New York League of Conservation Voters, I urge you to pass A.7572-A/ S.4315-C, the Global Warming Pollution Control Act.
This legislation would allow New York State to set limits on global warming pollution. The first limit will occur in 2013, when annual GHG emissions cannot exceed 1990 levels. Beginning in 2020 the state must achieve a reduction of 20 percent 1990 levels. An additional 10 percent reduction will be achieved in five-year increments until 2050, at which time this legislation requires New York to sustain an annual GHG limit of 80 percent below 1990 levels.
California received a $1.8 billion dollar increase in private investment in 2007, a year after the enactment of its comprehensive greenhouse gas law.
For decades, New York has been at the forefront of addressing the nation's most challenging environmental issues. The time is now to reassert the state as a national leader on environmental sustainability.
This act will help protect the state's economy and the natural resources that New York State businesses depend on. As many business leaders acknowledge, the status quo is a much more costly option in the long-run than effective climate change policies.
Thank you for your consideration.
